Is fighting in sport a good or bad thing?

Have a look at this video of young 15 - 17 old  year old male athletes playing a game of ice hockey in Canada  and a fight breaks out? 

Notice nearly everyone on the player benches and most players on the ice are involved? There are only players fighting. 

Should school level sport or professional sport, for that matter, approve or disapprove of such behaviour?

What do you think of the legal issues involved?
