Why do we need Apostilles ?

In cases where a document requires legalisation, some embassies or consulates in the United Kingdom require the document to first be submitted to the United Kingdom Foreign and Commonwealth Office , which appends a certificate to the document certifying the genuineness of the notary's signature and seal; thereafter, the document is presented to the embassy or consulate for legalisation of the signature of the Foreign Office official set to that certificate.
